You can move annual reviews out of Word and Excel without buying an HRIS, because performance management software is a separate product category and several tools let you add employees from a CSV file, with no HR system connected. Below we show the six steps to move, and what seven vendors state on their own help and pricing pages about adding employees, smallest purchase and exports.

Who this is for: HR leads and office managers at companies with roughly 20 to 500 employees who run annual reviews from Word forms and an Excel tracker and want one straightforward tool, not a new HR system.

Why do Word and Excel reviews stop working?

Word and Excel work for ten reviews and start to fail when the same person has to chase, collect, merge and file every form by hand. The failure is rarely the document. It is the process around the document.

  • Forms travel by email. Each manager gets a file, edits it and sends it back, so HR ends up with several versions of the same review and no clear final copy.
  • Nobody sees status. The Excel tracker is updated by hand, so it shows what HR last typed, not what managers have done.
  • Access control is a folder. A shared drive decides who can open a review, which is a weak control for pay and rating data.
  • Past reviews are hard to compare. Last year's Word file and this year's file sit in different folders, so a manager rarely rereads the earlier goals before writing the new review.

A performance management tool fixes these four points. It does not need to be an HRIS to do it. If you are unsure about the difference, read HRIS vs HCM vs HRMS.

Do you need an HRIS to run annual reviews in software?

No. An HRIS stores employee records, and performance management software runs the review cycle. Every vendor we checked lets an admin add employees without an HRIS connection, and HRIS integrations are an option on top. The table shows what each vendor's own pages state.

What we checked: each vendor's help center and pricing page on 2 November 2026. "Not verified" means we could not confirm it on a vendor page. We found no vendor page that documents importing a Word or Excel review form, so plan to rebuild the form (step 3 below). PerformYard's pricing page shows a range, and we list only the lowest figure. For the wider market, see performance management software compared and performance review software.

How do you move annual reviews out of Word and Excel?

Move in six steps, and do the first three before you open any vendor's trial.

  1. List what you run today. Write down the questions in your Word form, the rating scale, who reviews whom, and which steps need approval, such as manager then HR. This is the specification for the tool.
  2. Cut it to what you need. Keep the questions managers actually answer. Drop sections that people leave blank. A shorter form is easier to rebuild and easier to finish. Our guide to the types of performance reviews helps you pick the format.
  3. Rebuild the form in the tool. Vendors let admins build their own review forms, for example PerformYard builds forms one question at a time, but none of the vendor pages we read lists a Word or Excel import. Paste the question text from your Word file into the form builder.
  4. Clean one employee list. Make a single sheet with name, work email and manager for every employee. Most tools in the table accept it as a CSV or Excel upload. Check that every person has one manager, because review routing depends on it.
  5. Pilot with one team. Run one team through a full cycle first, including self review, manager review and sign-off. Fix confusing questions before everyone sees them. If you need a refresher for managers, point them to how to prepare for a performance review.
  6. Archive the old files. Save last year's Word and Excel files as PDFs in one read-only folder. Then confirm the new tool can export this year's reviews, using the export column in the table, before you close the cycle.

Which tool fits a team with no HR system?

Pick on three points: how many employees you have, whether your people work in Microsoft Teams, and how much you can commit up front.

  • Under 10 employees: Teamflect has a free plan for up to 10 users, which covers a trial run with no spend.
  • 20 to 100 employees on a small budget: compare PerformYard, Small Improvements and Synergita, which publish a starting price near $3 to $5 per user per month. Small Improvements requires at least 20 users.
  • Teams that work in Microsoft Teams: check how much of a review each tool lets people finish there. Teamflect's own page says employees can complete a review without leaving Teams, and our Teams comparison lists what each vendor documents.
  • Budget under $4,000 a year: Lattice sets a $4,000 annual minimum, so a small team pays the minimum whatever the seat count. See Lattice alternatives for lower entry points.

Questions to ask before you switch

  • Can we add employees from a CSV file, and can we do it without connecting an HRIS?
  • Can we build our own review form, and is there any import for our current questions?
  • What is the smallest purchase: minimum users, minimum annual spend or a free plan?
  • Can we export every review as PDF and as CSV or Excel when the cycle ends?
  • Who can see ratings, and can we hide a review from a manager who should not see it?
  • What does the vendor charge if we add an HRIS integration later?

Frequently asked questions

Do I need an HRIS to run annual reviews in software?

No. An HRIS stores employee records, and performance management software runs the review cycle. In November 2026 the seven vendors in this guide each documented a way to add employees without an HRIS, such as a CSV upload or adding users one by one.

Can I import my Word review form into a performance tool?

We did not find a Word or Excel review form import on any of the seven vendor pages we read. Plan to rebuild the form in the vendor's form builder by pasting in your questions.

What is the cheapest way to move off Excel?

Teamflect has a free plan for up to 10 users. For larger teams, Small Improvements lists Launch at $3 per user per month with a 20 user minimum, and Synergita lists Perform at $4 per user per month. Check minimums and billing terms with the vendor before you buy.

What should I do with old Word and Excel reviews?

Save them as PDFs in one read-only folder before you switch. Then confirm that the new tool can export this year's reviews as PDF and as CSV or Excel before you close the first cycle.

What is the difference between performance management software and an HRIS?

An HRIS holds records such as job, pay and time off. Performance management software holds the review form, the goals and the feedback. You can run the second without the first. See HRIS vs HCM vs HRMS.

How we reviewed

We read each vendor's help center and pricing page on 2 November 2026 and list only what the vendor documents. Where we could not confirm a fact, the table says so. We did not use demo accounts or third-party review sites for the table.
